Wait where are Luke and Kyp?

They would make the NJO council too OP, I got rid of them to give the Dark council a chance. Luke would solo both teams if he weren’t jobbing.

Jokes aside ,the SWTOR council likely wins mainly thanks to Matt and Wrath II. The njo council has  powerhouses like Saba, Katarn and Horn and rather underestimated characters like Cilghal, Mara, Solusar and Kenth but they just don’t bring the kind of power necessary to defeat their opponents.

SWTOR council. The EW, Nox or Marr are arguably the most powerful here, and at least the EW and Marr are above virtually anyone on the NJO council (barring Luke and Kyp, of course).

Dark Council, solidly. Nox is the strongest here by a mile.
