I don't really understand this logic. You could point to a comic about some random low level Jedi Knight who does a lot of TK, then argue that he could be better in the Force than Qui-Gon because Qui-Gon never displayed much TK. That's just failed logic. Augmentation is a good feeler for power level, and Qui-Gon can maintain his augmentation against Darth Maul for a pretty long time. Qui-Gon is also stated as having "mastered" the Jedi Arts, and Kenobi tells us that Qui-Gon had increased his powers to a level of the "great masters" on the council. Vos isn't matching that Force power. Qui-Gon's preferences as a "pure swordsman" as opposed to mixed combat doesn't really factor in here.
