Ehh, then again on second thought, Caedus was uncapable of ragdolling Katarn directly. Maybe Anakin low-mid diff at most.

I can only see Caedus winning in freak accident where he uses a power to surprise Anakin or something. So maybe 1 or 2 out of 10.

No, we gonna remember that:
- in that particular situation Luke was pissed off and took Caedus by surprise
- that particular situation took place before their duel, while Luke's statement regarding Caedus being his match comes from after their duel, when he was able to gain an actual assessment of Caedus' strength
- by Caedus' admition his power was growing with each day:

The "match" quote likely refers to the matching of combatants. Luke is fighting Jacen, so Ben has to fight the droids.
Everyone, including both Luke and Jacen, believe Luke can beat Jacen in a fight -- especially after their first fight.

Not relevant.
Being surprised wouldn't preclude Caedus lashing back given enough time to gather his strength and wits.... and he had an entire conversation to move himself an inch out of that chair

Only if you construe being "Luke's Match" with being "Luke's equal".
As oppose to how the statement was suppose interpreted... being Luke's current opponent at the time.
And when you account for happenings after their duel and the aforementioned snippet, being Luke's equal isn't feasible..
Luke's StealthX nudged him again from behind-how? Caedus couldn't see. Force push? Something metallic inside the fuselage shrieked. He had a sense of someone rummaging furiously in the drives as if looking for a dropped hydrospanner, throwing fragments into the coils. He's ripping the thing apart...
Caedus tried to block Luke in the Force and suddenly got an idea of just how much power Luke could muster. His seat shot forward, sheared off the runners, tipped to one side, and he hit the console at an angle before he could buffer the collision with the Force. Something cracked in his chest.

TLDR; Luke has ragdolled his nephew with the-element-of-surprise tm and without.
I have reason to believe these instances depict the true power disparity between them and that anything else is mere plot circumstance.
Given that Luke often jobs against the second main villain of that series; Lumiya, who is in fact Vader's lesser, we can hand-wave any feat Jacen has that soley relies on scaling from him, which concludes my response to your final statement :
Lack of feats against opponents even close to GM Luke 's level comes to mind.
Jacen is not even close to GM Lukes level.
If you want to find out where Jacen's level is You should go read literally every other fight he's been in. Including vs Aurra Sing. Someone who is sub Ayla secura level in Anakins era.

While the novel mentions that the first time Luke “ragdolled” Caedus he was taken off guard, so i’ll Give him the benefit of the doubt, there is no denying Caedus is far behind Luke in power, based on both their force battle in revelation and this statement:Gaunter O'Dimm wrote:Caedus.
