I'm 99% sure that even at this point in time Sheev had dozens of accolades claiming him to be the strongest Sith Lord in history. He takes it.

One could justify TPM Sidious>Valkorion. Using RotJ Sidious is overkill.

Valkorion's Sith Lightning caused destruction of many military ships in a fight with his son, and he wasn't even trying to attack ships directly. Even Disney Palpatine could not destroy military ships with his powers when he was supposedly drawing power from all the Sith at the time as of Episode 9.
Valkorion completely outclass Palpatine in use of Force Powers and otherwise. In any area in which the two are directly comparable, Valkorion looks more capable.
Accolades are to be taken logically - not imposed over emerging realities. Even Leland Chee pointed out as much.

Valk failed to possess Lana Beniko and had to hollow the original Valkorian out before possessing him, Kun possessed Kyp Durron and Luke with ease
