Don't see how ROTS Sheev is a lot more powerful than TPM Sheev. TPM Sheev was already capable of blitzing TPM Maul too, which is far above Dooku's capability. Dooku in the ROTS novel described Sheev as a blackhole in the force (admitting extreme inferiority).

I don't really see TPM-RotS as much of a difference for Palpatine.

Unlike in TPM and before it, Sidious as a chancellor really had his hands tied, living in the highest office of the Republic, with media everywhere, and he wasn't free to do whatever he wanted like as the Emperor. Having to scheme as Sidious with the Separatists in the meantime for the final 3 years of that timespan. I just honestly doubt he had much of a growth. He had one, sure, no doubt, but I don't see that as growth even nearly similar to the jump he might have had between RotS and RotJ.

And all the Clone Wars era material really says it for sure that Dooku is leagues below Palpatine.

But Dooku being stated to be equal to Yoda as of AOTC, if after he turned to the dark side he was growing at a rate to catch up to Yoda, he should technically be more powerful than ROTS Yoda, or at least where Yoda would have been had he not experienced massive growth after learning from Quigon and the force priestesses
And I’m pretty sure someone who would be near ROTS Yoda level or at least where Yoda would have been would be above TPM Sheev, seeing as Yoda and Sidious are near enough equals in ROTS
