What if scaling didn't exist?

Reimagine Star Wars debating so that you can't use statements or the feats of lesser characters to argue for anyone. In other words, power scaling doesn't exist. How would your rankings change?

I think my overall opinion on who the best is and who the worst is would remain the same but yeah my ranking would change a lot due to a significant portion of characters almost solely relying on scaling.

You can use simply compare the skill of each character at applying certain abilities, like YT debaters do.

Cin Drallig wouldn't hold a candle to the other lightsaber instructors with actual showings, e.g. Sora Bulq or Soara Antana.

Revan would be bottom tier street trash.

Dooku would be supreme
