Baras imo due to his standing to the Act 3 Emperor’s Wrath, and implied status of being far superior with the Entity still bound.

Vodo-Siosk Baas scales over or at the very least is on par with Thon, who whilst exhausted overpowered and contained dark side energies powerful enough to move a planet, destroy a planet's surface and consume an entire sector of space.

Neither Baras nor the Wrath have anything near that level.

Honestly, Baras probably stomps.

I don't see how it's even possible to come to that conclusion given Vodo's power is a magnitude beyond.
