Tiin, good fight. While Shaak has better dueling feats (as Tiin doesn't have many), Tiin's general accolades and training sessions with Mace lead me to believe he should be at least around her level. His telepathy also gives him an advantage in duels. 


In terms of power she again has used it more in actual confrontation but Tiin is generally compared to Mace in telekinesis, which leads me to believe he's likely superior, and he's a far superior telepath.
