Darth Plagueis IMHO.

Being second only to Palpatine in a long line of Bannite Sith is a significant position and claim to fame. Darth Bane himself was a powerhouse, and Bannite Sith only got better over time. While LINEAR approach to scaling can be misleading, it is still safe to assert that Darth Plagueis became more powerful than Darth Bane ever was, and to noticeable extent.

Darth Malak was becoming very powerful by virtue of his bonding with Star Forge; he had surpassed countless Sith at this point. Bastila Shan CAUTIONED Revan that Darth Malak's powers will continue to grow by the day and the window of opportunity to act against him is limited. Therefore, it is possible that Darth Malak could become more powerful than any other Sith with the exception of The Sith Emperor who was also growing stronger over time - this is assuming that the Battle of Rakata Prime did not happen.

Plaguies beats both malak amped or not

Via banite sith scaling, Plagueis is one of the most powerful Sith ever, and would beat Malak

I said that via banite scaling, Plagueis is considerably superior to the likes of Bane and Zannah, and of all the Banite sith, should only be second to Sidious, making him one of the most powerful Sith in the history of the Sith order. This should effectively put him above Malak.
