Likely Plagueis, possibly Tenebrous.

I'd say Tenebrous/Plagueis level as well.

Plagueis/Sidious. Anything less gets wrecked.

Can't remember if Tenebrous knew how to resist drain, or whether we even have that information at all. I vaguely recall something along those lines though.

He doesn't need drain to win.

Is Nihilus's planetary drain indicative of his overall power? Is his "black cloud" planetary feat legit? What about TK'ing the Ravager?

If those top-end Nihilus feats are real, he can make it to Plagueis. Otherwise he stops at Ramage - Tenebrous.

If Nihilus's planetary drain is indicative of the abilties he can manifest in a fight he potentially clears. If not he falls sometime before Tenebrous, not exactly sure where.
