The mission description for both is "defeat x in the Jedi saber arena".

The main storyline/gameplay has him battling Tiin, Plo, and Mace. Mundi is not there IIRC and even if he is actually over there
Sparring matches have context, very few of them can actually tell the difference between combatants. One has to have an explicit confirmation, like Kenobi vs Fisto or Kenobi vs Koon to conclude superiority.

The mission description is pretty explicit. The level ends when you "defeat" them.

You can't possibly be serious. I didn't think you were talking about that, because it is just too obvious. The way Plo phrases his defeat is obviously, by every grammatical, syntactical rule meant to convey that Kenobi actually defeated him, legitimately, in a way that is meant to indicate superiority. Moreover, Plo himself calls Kenobi his replacement, and cites that Kenobi's feat is a great accomplishment.
Comparing that to a blunt "defeat X" without any other context attached to it is not the best example of proving something.

Obviously he beat all of them, but only one case is actually relevant, the one that actually proves a difference in power between the two combatants.
The battles against Tiin and Mace are not conclusive. It could be that Kenobi beat Tiin, but I am not sold on Kenobi beating Mace. For one, Mace has repeatedly proven to hold back, check the examples against Tiin, or Vos and he is meant to be at least a tier ahead of Obi Wan by TPM

Koon takes it with moderate difficulty. Xanatos is rather unimpressive in his showings against Jinn.

I find this very dubious tbh. Just because Plo talks about him being his replacement doesn't mean he is his replacement yet. And it's blatantly unfair to lowball Plo because of this performance when Obi Wan beats practically everyone in that game including Mace Windu and Maul.

But even agreeing to Plo talking about him being his replacement not referring to the present(though there can be an argument made for that), "It's no small thing to defeat a Jedi Master in combat" is a clear indication that he did defeat Plo, when the latter represented his full abilities.
That might not be true for other Masters and we know the context behind how he beats Maul.

Also, I'm not entirely sure about the outcome of this matchup. Xanatos was an extreme prodigy who can challenge Qui-Gon, though we need to factor in some of the context behind that. This is RotS Koon, but there's not really much difference here than in TPM. Koon has mastered Djem So, but Xanatos is more than capable of dealing with a strength based opponent on equal terms (a Qui-Gon before his strength starts declining). It comes down to whether Koon's hype of being one of the most powerful Jedi ever matches Xanatos' feats and extremely high connection to the Force.

I’m quite confident that Koon could challenge Jinn at least as well as Xanatos did, so I’m with him.
