Fact Files heavily imply that Sidious did have sparring matches with Dooku between TPM and AotC, which would keep Sidious's skills in check. Not to mention, Sidious did fight Maul and Savage in TCW as well.

Sidious never stopped using the Force or practising with lightsabers. Maul was cut in half, went insane, became a savage and lived like a Zabrak-spider hybrid for 12 years. Maul was definitely weaker than Savage at the start before he got past his rustiness and regained his strength.
