CGI solves all, they'd probably cast Sam Witwer or Tim Curry to voice him.

Tim Curry did a great job at voicing Sidious, Sam Witwer's impression didn't sound quite right,but even fans that only watch the movies would notice that Palpatine is being voiced by a different guy.

Hopefully they would have just done what they should have done from the start, and kept Snoke as the 'big bad'.
