I think Vaylin is definitely more powerful than Vitiate, though I think he is more masterful. Vaylin alone is a good fight for Vitiate, throw in Arcann and it's a clear victory for her unless Vitiate abuses esoteric abilities (though I'm not fully convinced any esoteric abilities he has will matter, I'm just throwing it out there).

Team 2 is more powerful but less masterful, but I'm not convinced by Vitiate's mastery or combat experience. Team 2 wins.

If this is weakened Tenebrae from Act III then sure, Vaylin or Arcann solo. But if it's Act II, Tenebrae wrecks.
