Vaylin is a fair bit more skilled than Senya by the end of KOTET, tbh. 

Vaylin wins. She can at least hold her own in the Force and wins in sabers. Kyp isn't tactical enough to exploit her weaknesses, nor does he have a personal connection with her.

The end of KotET is unchained Vaylin.

I haven't seen anything that suggests chained Vaylin > Senya in sabers.

Senya kicks chained Vaylin's ass in KotFE Ch 8, and Arcann Force pushed Vaylin away before she could duel Senya in Ch 16.

Chapter 6 she stalemates Arcann for several minutes, who's > Senya as a duelist. Vaylin and Senya then have a rematch in ch.1, where Vaylin, despite being hindered by her emotions, still almost kills Senya about 3 times in saber combat.

Additionally, Arcann was trying to take her alive. She was trying to kill him.

Citation needed. Charles has repeatedly said they're not going to declare a single story or canon people have to abide by.

As far as I know, Vaylin was unchained during KOTET. She was chained during KOTFE.
