Can you narrow the scope of the question or give some kind of context? Because it varies greatly.

Completely depends on the opponent. TP might be better against, say, Vaylin than TK, but TK is better against a renowned telepath like C'baoth or Sidious.

TP can often be misconstrued as indicators of combative capability in a 1 on 1 duel. A notable example of this is Bastilla Shan’s Battle-meditation. Her BM feats are truly amazing and she is regarded as “peerless” in her era concerning TP/BM. But she still gets stomped by Malak in a 1 on 1 duel. So while TP feats are good and dandy, TK feats overall are better indicators of combative prowess.

Bastila's the only one in KOTOR that can use BM, lmao. That's the entire reason Malak wants her on his side. Exactly, that further proves my point. Her TP/BM was extremely unique and shouldn’t be used as a representation of her full power in the force. This is one of the reasons why TP feats generally should be taken with a grain of salt when concerning combative viability in a 1 on 1 encounter.

No it doesn’t. It means that you can only compare BM to other Bm.

Yes you can compare TP feats to other TP feats, but ultimately TP doesn’t represent how an actual encounter between the two characters will play out.

10 out of how many Jedi/Sith though? It would still be a rarity depending on how many others there are. Unless you're just counting the actual characters.

TK is star wars is difficult to master. This why sith learn sith sorcery, so that they can blast those pebbles jedi throw at you.
