If you take Angral's implied superiority to Deceived-era Malgus seriously, he wins. I'm not convinced of that though, I'll take Luminara based on her fight with Ventress.

I don't know anything about Angral. But what Luminara has going for her is matching the deadliest assassin in the galaxy, who is also one of the deadliest villains in the Star Wars universe, while blinded in one eye. Then she scales massively from a guy who can flood planets with the dark side with his mere presence and whose force aura corrupts enough Anzati to completely overrun a planet - all the while actively suppressing the memories of a force wielder and exercising some telepathic control over all the Anzati. This is before three years of constant war which would sharpen her skills and further increase her power.
I need to see what Angral has done to be convinced either way.
