I would say he stops at ROTJ Sidious. Unu’s feats include bending turbolasers, which has only been replicated by the dovin basal singularities, destroying ships and overwhel Luke with such strength he felt attacked by a thousand Raynars and later needed to tap deeply into his reserves to beat him. I also recall Kyp being incredulous about his power, which says a lot. The only disadvantage he is at is lightsaber combat, but I feel like his power is too much for either TPM or ROTS Sidious.
