Holistically he's probably closer to Sheev than Maul. I can't imagine the gaps between Tenebrous, Plagueis and Sidious being as wide as the gaps between Dooku, Sheev and Maul.

Maul is directly stated to be more powerful than any sith beyond Plagueis.
