It depends on how we compare Malgus to characters like Ventress or Mace Windu. Bulq's fights against Quinlan and Mace were good showings, if circumstantial. On the other hand, he was embarrassed by Dooku even with Tholme by his side, and was possibly weaker than Ventress even as of 22BBY, which puts him roughly around AotC Anakin level at best.

Ven was going toe-to-toe with Malgus and blitzing some of the best warriors in the Empire, which is probably at least on the same level.

Bulq has better accolades, but his most impressive  feat( the Mace windu fight) is circumstantial. Still, maintaining the upper hand ( handily) against Quinlan Vos is a pretty good feat. Overall, i’d say it could go either ways.

Not sure I buy the Windu fight being circumstantial Asajj Ventress (who Bulq scales above) was capable of forcing Mace into a tight corner while holding back, It's likely that the Bulq fight was legit, and people just have to accept Windu has massive growth but sucks around mid-late war.

There are statements that directly confirm Windu was emotionally hindered and holding back from Bulq: 

Mace was highly distressed that his mission involved fighting his old friend and colleague Sora Bulq.

Furthermore, it is implied Windu could have ended the fight at any moment: 
Mace Windu and Bulq battled, but their personal showdown was cut short. Windu was more concerned with stopping the mysterious Ventress, so he knocked Bulq unconscious to pursue the dark side warrior.

I know Windu wasn’t at his peak, but i’m not sure he experienced a massive growth throughout the war. It’s not a low showing Bulq, it’s just that he’s not the Dooku/Mace level combatant some claim he is. In fact, when he faces Dooku, he practically gets one-shotted.

Zallow was a nigh-equal to Decieved!Malgus, who has enormous scaling from people like Fulminiss and Kao Cen Darach to the degree that it's basically fodder-range. Then there are Malgus' actual feats and accolades at this point.

That's much more impressive than anything Bulq has to his name.

idk how bulq is bellow ventress, but ok. even then, he could still overpower Vos anyhow, who has been shown as an equal to TCW kenobi. malgus aint wrecking someone on that lvl, ever. not to mention sabers, in which he might wreck malgus, if we go by pure skill
