it depends if sheev did get stronger after ROTS. if so, vader and ROTS sheev shouldnt be far apart at all.

If he were, he'd have already have defeated Sidious. 2. Anyone can have enough 'strength' to challenge someone for a brief second. For example, Kit Fisto had enough strength to challenge Darth Sidious is RotS, but he was shown as the clear inferior and was cut down in seconds.

This quote describes the ESB duel as merely a 'test' and no more than to recruit his son to the dark side.
