He can't clear. Arcann and Vaylin have better physicals, comparable if not better skill and experience, are massively more powerful, and both have no concept of holding back.

Physicals: Arcann dominating the Outlander with his physical strength in their match-up, even when the Outlander was enraged. On second thoughts, I'd say their physicals are comparable, not that Arcann's are better. Skill: Trained since birth (in Arcann's case) against fully fledged Zakuul knights, having the upper hand against the Outlander, effortlessly stomping entire groups of Sith, one-shotting Horizon Guard forces, holding his own for a short time against prime Outlander (the one who's above Vaylin) in sabers, etc.
Experience: He's been involved in 2 different galaxy-wide wars and led the charge in almost all of the occupations and invasions in the first.
Massively more powerful: Not sure how this is questionable. Jinn's powerful, but Arcann is simply on another level, and Vaylin is so far above him it's not even funny. Arcann's feats include toppling columns while heavily injured (after knocking down a more powerful Outlander, Senya, Theron and Lana with a Force wave), ragdolling the Outlander even after he'd grown stronger through his new training, holding his own against chained Vaylin, massacring Scions of Zakuul (including Heskal), wiping out an entire group of knights with a Force blast, and so on.

Maul has hilariously better strength feats than Arcann and Outlander and Jinn "matched" his strength, with Maul noting how particularly strong he was. They also created minor earthquakes from their blades clashing on Tatooine. Maul's speed feats are also hilariously better than theirs, not to mention Jinn scales over 37BBY Sheev who scales above Part 1 Plagueis and Venamis, all of whom have hilariously better physical feats than Arcann or Vaylin.
Maul's training and technical skill is hilariously above Arcann and Vaylin. Jinn was able to predict his moves before he even knew he was going to make them due to his experience and his intuition granted by his extreme connection to the Living Force (which is greater than even Yoda's). Again, combined with late-Banite scaling there is no chance in hell beating the Outlander in a duel means that Arcann's experience or training counts for more than Maul or Jinn's.
In terms of power, Force augmentation is a proxy for power so the fact Jinn has hilariously better physical abilities than Arcann and Vaylin is already an indicator that at least as far as dueling is concerned, he's more powerful. Next, his connection to the Living Force being probably the best among the Jedi until later versions of Yoda and Obi-Wan is highly combat applicable, especially considering it granted Jinn an edge over Maul (before he started losing), even though Maul is a master of every lightsaber form, numerous weapon types, about a dozen unarmed martial arts, pressure points, has been accoladed the most highly trained Sith in history (not just one of, the), has sparred with a Sidious who is perfectly willing to kill him "innumerable times" (this being opposed to beings that are unworthy of being Sheev's apprentices, such as Shadow Guards, early versions of Ventress and Mara Jade, all of whom receive mid-TFU scaling above Shaak Ti which plots their power in the range of blasting away droid armies and ragdolling TIE fighters, which is above what you've laid out), has been accoladed as "second only, perhaps, to Sidious" in terms of saber skill and has been noted as being "excellent" and "peerless" in lightsaber skill by Sidious and Plagueis sincerely, including in Sidious' own private musings and entries to the Sith Academy. And that's just shit I'm thinking of from the top of my head.
Point being: Jinn's experience and combat intuition let him predict the moves of Maul, who has near enough perfect, and the best, technical lightsaber skill in the entire mythos, with him perhaps only being second to Sheev (an ambidextrous master of every weapon and form in the galaxy who is according to Gillard the most intelligent lightsaber tactician we know of), Maul who in turn spent countless sparring sessions holding his own against this Sidious, such that Sidious thought his bladework was without peer. Jinn scales to all of Maul's strength feats - even Maul's non-Force augmented ones like ripping the head off of a varactyl are better than anything the TOR team have ever done, and when they are augmenting themselves with the Force, they shake the earth with their strikes, ragdoll giant monsters, easily smash apart lightsaber proof materials, etc. Jinn scales above various versions of Plagueis, Sidious and Venamis, all of whom have hilarious speed and army-busting scaling, and Jinn even replicated some of Plagueis and Maul's speed feats like moving too fast for 5 droid's photoreceptors to follow. And for sheer Force power measured by destroying the environment, Jinn scales to the late-Banite Sith and over mid-TFU Galen Marek, so the TOR team are basically screwed on every count.

Jinn is likely also a master of the seven forms of lightsaber combat; he's said to have "mastered the same classical techniques" Dooku had mastered in saber combat, and the forms are generally termed the "classical forms". In either case, Maul was extremely impressed with Jinn's skill, speed and strength: that's high praise coming from the highest trained Sith in galactic history.
2. Qui-Gon is said to have "mastered" a dozen combat forms from across the galaxy apart from the lightsaber forms (so basically martial arts).
3. Qui-Gon is only slightly less deadly than TPM Windu with a lightsaber. Furthermore, Jinn is one of the best swordsmen in the entire history of the Jedi Order and "no-one" in the Order doubts that he is a "supreme master" of the Order.
4. He has also predicted Maul's Juyo sequences to the point where Maul decided to change his whole moveset just to stop Jinn from being able to somehow know what he was going to do before even he knew it.
