Luke in Return of the Jedi is stated in several sources to be equal to Vader.
The Thrawn Trilogy takes place in 9 ABY, roughly 5 years after Return of the Jedi. During that time, Luke has been steadily growing more powerful, to the point where he arguably rivals DE Sidious less than a year after the Thrawn Trilogy.
Joruus C'baoth stalemates Luke in a TK struggle, and it's suggested throughout the Thrawn Trilogy that C'baoth is well above Vader. Luke and Mara even compare C'baoth to the Emperor on more than one occassion, if memory serves. I'm pretty sure being well above Vader, being favorably compared to Sidious, and stalemating Luke (who is less than a year out from rivaling a much, much more powerful version of Sidious), all put C'baoth above Traya.
Then again, I may be wrong. It's been a while since I've played KotOR II. Maybe she has some feats I don't recall that put her in the same ballpark as C'baoth.

C’Baoth is on a significantly higher level in power thanks to his massive superiority to rebellion era Luke (said by none other than Luke himself) and slight superiority over Thrawn era Luke.

Ah yes because scaling ridiculously over Exar Kun's feats and scaling a decent amount above the ziost drain is "fuck all"

Kun scaling is shaky because his feats don’t support the theory. Ziost scaling means nothing because Ziost was a preped event, not an applicable power. Next

Ziost was something accomplished with considerable prep. Vitiate can’t just spam them mid-fight. There’s no way Revan can scale above this, especially considering that his feats are so ridiculously lackluster
