Arguing Sidious would be excluded because he precedes Exar Kun in the timeline does not make any sense at all, because it doesn't preclude Leia from still encountering Sidious "years" ago. And as ILS pointed out, claiming "years" has an inherent value when it doesn't go into further detail, is quite comical.

When people say Kueller isn't in the realm of Sidious because every quote is "Exaggerated" is basically saying wow our heroes have a consistent pov on Kueller. Welp they all must be wrong because i know more then they do. Its a garbage defense.

I mean yeah, there's no quote that actually states outright that he's in the general ballpark of power with Sheev. However, the idea that he was getting close to that ballpark is pretty damn unassailable.
