I think if Yoda in TPM had to fight RotS Sheev he would do about the same. Mace however was still firmly an 8 until after Shatterpoint/RotS. Plagueis and Sheev are pretty much 9s but since Sidious still has over a decade of progress before RotS it makes sense he is below Yoda.

Dooku grew massively from Sheev's tutelage, so I'm not aware of any reason he would be decisively above TPM Maul. Nor Mace. Maul's TPM centric accolades, fighting Jinn and Kenobi, and nearly besting Sheev 5 years prior all point to him being in their tier. We just assume they're always above him even before they get their best feats during TCW for some reason.
