i think anakin has more than one showing of oneness, iirc.
IF the mortis event means he used oneness (i dont think so), he would be number 1.
then luke at his prime.
then maybe jacen/ben (im prolly wrong here)
(vader with the bota would rank around here, i believe, IF it made him enter oneness)

Personally, I don't think it makes sense for characters to have different levels of power when they achieve Oneness. Oneness is literally becoming one with all of the Force. Ergo, when one achieves Oneness, they have the power of all of the Force at once. So any character who achieves the state should be equal in power to any other character who achieves the state, unless the Force itself is actually more powerful in one era than in another. But that's just my personal speculation on how Oneness works.
